A citation is a toll with a deadline. It arrives addressed to the registered owner, typically a week and a half after the offence, and the penalty grows if nobody acts. The work is finding it in time and proving who was driving.
The scanning window is the whole problem
Citations are published by the issuing authority on their own schedule — commonly around eleven days after the offence, sometimes far longer. A fleet that checks a short window back from today misses most of them permanently: they were simply not published yet when it looked, and it never looks again.
This is the single most expensive mistake in violation handling, and it is invisible: the reports look clean precisely because the citations were never found.
Attribution and evidence
Once found, a citation is attributed like a toll — to the rental holding the vehicle at the time of the offence, and to the driver on it. The rental agreement plus the attribution record is also what a driver-designation form needs when the authority allows the ticket to be transferred to the person who was driving.
Collecting before it escalates
The charge goes to the driver with the citation attached, through the same invoicing and Stripe collection path as tolls, so a fleet does not run two separate recovery processes for the same rental.
