Toll management for a rental fleet is three jobs: get the transactions out of the agency accounts, attribute each one to a rental, and collect from the renter. Most operators do the first by hand, the second badly, and the third not at all.
The leak is in the attribution, not the collection
Rental operators usually know their monthly toll spend to the dollar — it leaves the bank account every month. What they do not know is which rental each crossing belonged to, and that is the number that decides whether the money comes back. A toll that cannot be attributed cannot be rebilled, and an unattributed toll is indistinguishable from one the company incurred moving the car itself.
The failure modes are boring and expensive: a crossing landing on the previous rental because the handover time was recorded as end-of-day; a car reassigned in the system without the rental being moved with it; a cancelled rental still holding the tolls that came after it.
What a working setup looks like
Whatever software you run, the pipeline has the same five stages:
- Retrieval — transactions read from every toll account the fleet holds, on a schedule, including the accounts nobody remembers opening.
- Normalisation — agency formats, plate formats and posting delays reconciled into one ledger of crossings.
- Attribution — each crossing joined to the vehicle, the rental and the driver, with overlaps, swaps and cross-account duplicates handled explicitly.
- Pricing — the toll, plus whatever administrative fee your terms allow, itemised so the renter can see the crossing they are being charged for.
- Collection — the charge taken from the card on file, with retries, reminders and evidence kept for the dispute that will eventually come.

- How far back can tolls be recovered?
- Every retrieved transaction is kept, including ones that arrive months late, so a crossing that surfaces after a rental has closed can still be attributed and billed to the driver who incurred it.
- What happens when two rentals overlap on one car?
- The crossing is attributed to the rental that started later — the one actually holding the car at that moment. Overlaps are also flagged, because on a correctly managed fleet they should not exist.
- What does it cost?
- Free for the fleet owner — no subscription, no per-vehicle fee. The revenue comes from the renter who incurred the toll; the owner receives the toll in full plus a share of the fee charged to that renter.
